Yes. They are very easy to cut with wire cutters. The bristles are coming off a centre wire spiral that can be cut at any point to suit your requirements.
Yes, they are strong enough but bird ingress depends on the distance between your gutter and tile. It depends on the depth of the gutter and its placement below the edge of the tiles: if it is a shallow or ogee gutter up to 25/30mm below the tile edge then yes it is. But if it is a half-round gutter then it not going to get close enough to the underside of the tiles to be effective.
If you have too much of a gap you may cut little Hedgehog sections of approx. 15 cm and push them directly inside the ridge tiles: the air will travel but birds won’t be able to get in.
Hedgehog gutter brush should be flexible enough to go around a corner but if your gutter is too small you can cut it through using wire cutters or pliers, and push the 2 ends together as close as possible.
